Paralegals and Staff
Bobbie Lugo is the Office Manager at Locke & Quinn. She has been with the firm since its inception in 2002. She graduated from Longwood University in 1987 with a B.S. in Office Administration. Bobbie was with the law firm of McCandlish Holton for 13 year prior to joining Locke & Quinn.
Sharon joined Locke & Quinn in August 2013 as one of its receptionists. As a native of Richmond, she enjoyed a 17-year career as a stay-at-home mom for her two daughters while helping with her family nursery business, which has provided plants for our community since the 1940s. Prior to that, she spent 10 years working in Commercial Lines Property & Casualty Insurance.
Peggie has worked as a litigation paralegal for 26 years, 10 of which were directly with Ms. Quinn at the beginning of Peggie’s career. Peggie works on personal injury and employment matters and has had prior experience with medical malpractice, legal malpractice, and complex litigation matters. She is a graduate of Virginia Commonwealth University and a paralegal member of the Virginia Trial Lawyers Association.
Destiney has worked as a paralegal since 2013. Destiney has been Richard Locke’s Paralegal since 2018 and works on domestic relations and personal injury matters. She graduated from Longwood University in 2013 with a B.S. in Political Science – Prelaw. She graduated from J. Sargent Reynolds Community College in May 2020 with an Associate’s Degree in Paralegal Studies for both general practice and litigation.
Nan Arthur is a Paralegal for Colleen M. Quinn on adoption and surrogacy matters. Prior to joining Locke & Quinn, Nan worked as an employee benefits paralegal for over 25 years with Williams Mullen, LeClair Ryan, and Tax Counsel, Ltd. She is a graduate of Randolph-Macon College with a B.A. in Economics.
Kaila was born and raised in Fredericksburg, VA and has just recently moved to the Richmond area. She graduated high school with an advanced diploma and has worked at the Spotsylvania JDR Court for 4 years as a Courtroom Clerk. (May 2017-May 2021) She is currently taking online courses to further her education through a program called Alison. She is currently taking a course on “Introduction to Legal Concepts” and intends on taking two “Legal Studies” courses, one which is a broad overview and one which goes into laws and the Judicial system in depth. Once she has completed these course she will be granted a certificate from each course.
